How to add new users when it shows user license limit has reached?

You can add additional users from the web dashboard if your user license limit is reached.

In Truein Web Dashboard:

Web Dashboard:  Global Admin -> Settings ->Account -> Billing -> Subscription -> Buy more Licenses
